Have you ever been looking forward a game that was was promised to have special feature(s), only to finally play it and realize that the much-hyped feature(s) didn't make it into the final version? The guys at Gamesradar have. Here is a list of game features we were promised... but didn't recieve.
Game PR gurus often promise things that aren't always delivered in their final games. Often caught in the pre-release storm of hyperbole, hateful buzzwords and excitable press releases, the marketing men commit their games to features or mechanics the developers just can't live up to. In a world of 22 hour days, sleep deprivation and divorce-baiting deadlines, shit happens. That seemed to be the case with the following failed preview pledges. They all got talked up (sometimes outrageously), but when it came to the crunch they simply couldn't step up and deliver the goods they promised.

The original Soul Reaver was a big one, having just about half the game removed 3 months before release because "they couldn't fit it all on one disc" or "the system couldn't handle the game."
Rock Band 2 was supposed to have a Jukebox Mode where you essentially watch your avatar play the songs instead of you. It worked out better that they removed it though.
Those are all the ones I can think of off the top of my head. I'm sure there have been many GTA games that had features we saw in p/reviews but were removed (ala GTAIII).
That was gonna be awesome.
