Callum over at Pixelated Gamer has written an article that really speaks to me (as I wrote something similar back in December). Xbox Live Party Chat is really killing the social aspect that was brought about by random people playing. It is terrible that Microsoft has not issued a patch of some form to at the very least, make party chat inactive during ranked games (private games should be allowed).

Rooms are now unusually quiet; games seem dead, there’s no atmosphere of a social environment and there’s no more friendly banter between teams. Sure the party chat is useful during game nights when a group of you are playing each other, especially in Left 4 Dead when breaks are few and far between, but if possible I think the best way forward is to use the game room chat. Not only is it probably more stable (the last 2 or 3 gamer nights I have attended keeping everyone in the party was a problem) but also you have the opportunity to welcome more people into your gaming community.

Kinda of have to agree. I can't tell you how annoying it is to have two teammates in party chat while playing Halo Wars. Kind of makes things harder.

it really doesn't matter that much. the guy probably wasn't going to talk to you anyway.

Is there anyone who party chats ALL the time?

I doubt it...I've spent plenty of time doing both, and I've not been worried about not hearing my team. Usually there's just two dudes who know each other having a conversation because they seem to have read this article and refuse to go into chat.

I love it tbh, saves me listening to whingy little 12 year olds which makes up most of the Xbox Live community

it has improved mine.I meet new people in my friends partys which is great so at the least i don't have to play with a his friends by myself and it feel awkward when they say " Who's this kid?".

This could have been an issue when all of my friends were on the same game every night, like when CoD4 came out, but now most of my friends are on different games and I love being able to talk to my friends on Madden and Halo Wars while I'm on Gears, or even playing Killzone on my PS3 while I'm in party chat with my 360.
