There's something so charming about the side-characters in The Legend of Zelda series. Zeldainformer.com has written a blog on the importance of side-characters in the Zelda games. Go to the source for the full article.

Just about ever video game franchise focuses on the adventures and trials of one or a few major characters within their respective universes. Link, Zelda and Ganondorf are the three individuals when applying this formula to The Legend of Zelda. These characters are the center of nearly all of the games in the series, with their roles differing slightly each time they appear. However, while we control Link, we encounter various side-characters that offer us help along our journeys in the land of Hyrule. They provide insight into the events of the game, weapons and items or even simply a good laugh or a touching story. While occasionally taken for granted, these side-characters surely are one of the strongest pillars of the entire Zelda franchise.

Twilight Princess shouldn't be linked to, I don't think that game would have changed at all even if all the NPCs were removed.

Wind Waker deserves a special mention. I always found it to play more like Majora's Mask than Ocarina of Time.

Wind Waker had the most animated and fun/understandable characters, agreed.

Majora's Mask to me had the most diverse and unique NPCs, from The goron tribe, to the Indigo-Gos, to Kafei and Anju. Plus, the countless other NPCs, like the music box man, the ingo bros, the Milk Bar owner, the Deku Trive(king and princess=lol),The Ghost Dancer, the Dance Sisters, the Circus Troupe, the Ranch Staff, the cuckoo man(and his lil chicks),the great fairies, Tingle(he gave you FREAKIN' MAPS),The Swamp ride manager, the Twinrova Witch Sisters, the Monkeys,The Scientist/mummy and his daughter, the dancing Redeads, the talking Gibdos, the Scientist, the Island Turtle, Majora's Mask itself, Tael, The Great Owl, The Deku Vendors, The Bomb Shop owner and her son, that bastard thief Sakon,The Bomber kids, the observatory owner,The Mask Salesman,The Skultula Family,The Beavers,The Gravekeeper, the Stalchild King,The invisible soldier, and Anju's Grandma. I'm probably missing some, but each character had a quest or some kind of importance to Link's Adventure.

WW does NOT have as many interesting characters as MM, not every character in WW is involved in a quest, many are just the generic "Talk to me cuz I'm here" townsfolk.

I disagree, I found that -although none of the characters had the depth of Anju, Kafei or Romani- Wind Waker had a cast of characters with personality, and as you played through the game, each character would change as the story went on, if you couple this with the reset-quest, then it almost feels like Majora's Mask's 3-day system. But instead of playing a New Game, you actually got to keep a few things, namely figurines, and by playing the game and resetting repeatedly, the game feels like Majora's Mask, and you can learn a lot about the characters.

Also, almost every character in Wind Waker was involved in a side-quest, the only characters I can name that don't have side-quests are a few Ruto guards, whom still have detailed figurine biographies.

Majora's Mask has the single most detailed side-quest, but Wind Waker has the most of any Zelda game to date.
