Two Classic Characters Return For Resident Evil 5's Mercenaries Reunion

So while cleaning out my garage some more, I discovered an old standalone Ninja Turtles game released in 1989. I am trying to remember as much as I can about it (like how the controls were horrible), but I want to know if anyone else remembers this?
Even with new AA batteries, this mysterious device refuses to work, so I will have to go off everything I know about it from memory (so some of this may be completely incorrect). A simplistic game containing a mere three levels, the goal of the game is to destroy all the enemies to advance to the next stage (each stage adds more enemies). April has been kidnapped and is being held in a cage, and it is your job to rescue her. Using the same background throughout the whole game (pictured), the extent of the graphics are black pixelated outlines that barely differentiate yourself from your foes. All else I remember is that the game was difficult due to the crappy and unresponsive controls.
Besides the 1989 copyright by Mirage Studios and Konami Japan, another way I know this game is old as hell is because each of the Ninja Turtles still sport their original red headbands, before they received their own colors. Anyways, I cant find any details on this, so if anyone could help me out, that would be great.

Not working, couldn't tell ya, as I haven't seen that thing in ages. Sucking, can't remember. I'm pretty sure I loved all things Ninja Turtles regardless of whether or not the thing in question sucked; ignorance was bliss. Finding things out..well, I didnt do much research.
I had that same Ninja Turtles image (red bands) as a giant poster in my room, purchased around the time the first film was released. The red bands were the initial color, designed by creators Kevin Eastman and Peter Laird. Started as a comic book before license was issued for the first animated series where they were kid friendly. Comics however, were bloody (such as Shredder's decapitation), boobalicious (viking babes for starters), and featured plenty of cursing on behalf of the wild, crazy, and reckless teens.
