Ruffian Games is a new game developer that has recently formed, combining members of Realtime Worlds (Developer of the first Crackdown) and Xen Group, who helped make the first game as well. There have been tons of rumored reports flying about that this group is in the early stages of developing a sequel.

With several hints toward a Crackdown 2 from the GI magazine and a Microsoft exec, this could have a real possibility of being true.
