From what I've read this is a fanmade Starcraft 2 mock image. That weird alien version of a "tank" seems pretty cool but since it is fan made the chances of that being an actual unit are slim to none.

I don't like the look of how he/she's done the Dragoon, it looks too flat and blah. Then again, that's just my opinion. The look of the Dragoon is just different looking than what the first Starcraft ones looked like.
