Well, IMO, it would probably take a bit more than just a high-end rig to make someone truly 'hardcore'. Things like familiarity with the components, and the different companies, and what is good with what rig, as well as actually PLAYING good games on the rig, are important qualifiers of being truly hardcore. But still, spending that much money on a custom rig would net you some points.
