In a recent interview with Gamepro JU-ON: The Grudge's Project Manager, Makoto Chida, discusses why they decided to base the game off the Japanese movies rather than the American remakes, why combat isn't neccessary to make a game scary, and why the Wii is the ideal console for horror games.
Go to the source for the full interview.

Patrick: Even though there some big horror franchises like SAW coming to Xbox 360 and PS3, there's a tremendous amount of new horror games coming exclusively to the Wii: Silent Hill: Shattered Memories, Resident Evil: Darkside Chronicles, Cursed Mountain, Dead Space: Extraction, and now JU-ON: The Grudge. Do you think the Wii's becoming the console to own for horror lovers?

Makoto: We believe that the Wii is the most ideal console to experience horror games and started development of this title under that premise. If the Wii did not exist, I don't think that we would have ever developed this game.

I believe that horror titles are released on the Wii because other developers also find the Wii to be an attractive console and I believe this trend will continue. However, the type of horror felt from games where you can defeat enemies and the type of horror felt from "exploring the darkness with only a flashlight" is completely different.

The Wii is built well for horror games and I'm really looking forward to this game even though I never play my Wii. Even though the Wii is built well for horror games it's audience are mainly women who think that Wii fit will actually make them fit. so obviously the wrong audience.

It's interesting you say that. I can see what the Ju-On project manager is getting at by saying that the Wii is well suited to horror games, but the majority of the horror audience are PS3 owners (and to some extent, 360 owners) since Playstation is where most of the big name horror series began. IMO it's kinda disappointing seeing so many horror games flop on the Wii when PS3/360 horror fans are practically screaming for more horror games.

They wanted to make an "interactive horror movie", well where the hell is that audience? As far as I can see, pretty sure they wanted the Wii because it's a safe bet and it ain't exactly gonna break them financially.

So despite all of those paragraphs: Why is the Wii ideal for horror games? Because it's cheaper.

How? The wii was built for gaming.

It just so happens that it's the cheapest and easiest to make games on and there's never really that much of a loss (unless your game really sucks) on it.

Both 360 and PS3 could have horror games on it as no console is designed specifically for one genre.

The day the Wii is built for Horror games is the day Reggie actually admits the Wii ain't catered towards Hardcore players.

The Wii is only 'built for horror games' because the audience would be generally easily horrified; when it comes to the actual *bleep*ing of heads and the raping of minds, the console itself doesn't matter in the slightest.
