The real reason for the PSN downtime is...

The server downtime was for a video store? No this is not some crazy rumor, apparently if you go to the PSN section of the XMB then click Account Management, then click Activate System there is option to activate you PS3 for new types of content. While only 'game' is selectable now before you could only activate all types of content at once. Which gives believable evidence that Sony are going to release new types of content like say... videos? Or anything really.
A new menu option has appeared under 'account management' on the PS3 suggesting that a video store is indeed imminent.

Go to the PSN section of the XMB > Account Management > Account Management > Activate System. There, you will see a new option to activate the system for different types of content. Currently you can only select 'game' but before the PSN downtime, you could only activate the system for all content.

      There used to just be one icon for "Activate system". There's now a mysterious 'Game' button there.
