Dolphinking of the IGN forums recently sent an email to Nintendo of America asking about Fatal Frame IV's release date and, unfortunately for fans, Nintendo's response isn't good news.
It appears Nintendo have no plans on an American release date at present, and rather confusingly mention that they might have plans on developing/publishing the game in future (despite the game being a third-party title that has already been developed by Tecmo).

While Nintendo's reply was most likely an automatically generated email, it's a shame that Nintendo of America still hasn't any plans for a release in America yet, despite the game having been out in Japan for almost a month now.

While, this information was probably already known by the main public from assumption.
Now it is here for all to see in concrete.

Nintendo is not, at this moment in time even working on Fatal Frame: Mask of the Lunar Eclipse for a North American release.
While, this does not mean that it will never get one, it does go to show that at this moment in time they are blind sighting this game.
