      Not usually, no. It's normally left to the platform holders or Rising Star Games. There's A LOT of Atlus games that never make it here... probably about 60%.

      I don't think they do. If I remember right Koei was the one that released Persona 3 and Persona 3 FES in Europe last time.

    From my knowledge of how the videogames publishing sector works, I'd say it was purely a case of capital investment. Atlus aren't the hugest company, and so have limited resources compares to, say, Square Enix and Microsoft, and to a get a game manufactured for Europe demands payment some months before your game hits the shelves. It simply makes more sense for Atlus to put that money back into making more games, and enter into an agreement with someone else to front up that cash in exchange for a slice of the profits - hence Rising Star Games have been an active publisher of Atlus products in PAL regions in recent years - that simply act as an almsot silent middleman for publishers/developers that otherwise can't get their stuff onto European shop shelves.
