Currently the only way to purchase content via the PlayStation store is to use a credit card, that is about to change in Japan as Sony are introducing PlayStation Network Tickets, a type of electronic cash that can be used with the Japanese PlayStation store, the tickets will be available in units of 1,000, 3,000, 5,000, and 10,000 yen and can be purchased at convenience stores throughout Japan.
Sony haven't announced a similar program for markets outside of Japan. Due to the Japanese program's reliance on convenience stores, international versions will probably differ.
Sony Computer Entertainment formally announced today PlayStation Network Tickets, a form of electronic money that can be used with the Japanese PlayStation Store. PlayStation Network Tickets, set to be available in units of 1,000, 3,000, 5,000, and 10,000 yen, can be purchased at convenience stores throughout Japan. Each ticket contains a 12 digit code which can be fed to the PlayStation Network to charge up your wallet.
The tickets will be available through electronic kiosks at 26,000 convenience stores, including Lawsons, Family Mart, Daily Yamazaki, Mini Stop and Sunkus. You'll also be able to use 26,000 post office ATM machines to pay for the tickets, although you'll have to first register via a special mobile website.

Plus there are a lot of people, it seems, that are hesitant about giving Sony their credit card information haha. I don't see why though.
Microsoft kind of messed up with it, as it is more expensive to buy points in a store then it is online. I went to my Gamestop to try it out, and with the price they were going to charge me, I could have gotten 400 more points with a credit card (which I use).
