It has been released in North America since January, and in Japan since the release of the game, and Europe has been unfortunate enough to have a slightly longer wait than the rest, however that wait it seems is coming to a close as NIS have kindly answered a question that has been burning at the back of the throats of all the EU gamers around, myself included:

Unfortunately no word as of yet for the Trophies patch for the EU gamers, however be sure that if the DLC is just around the corner, so will the trophies patch be.

Disgaea 3 DLC will be out end of August, probably 8/27.
