Insomiac Games has released a game onto PS3 every year since 2006, like clockwork. Insomniac opened up a new studio in January of this year, and it quickly grew to over 20 employees. The new studio has been working hard on the build for their first title. Bryan Intihar, Community Manager of Insomniac Games, saw the build and had this to say about it.

“We’re not gonna tell you what they’re working on but we can say we saw it and it’s really awesome. And those guys, even though they’re a pretty small group right now, it’s amazing what they’ve done in the time that they’ve been down there.”

This is the only information we have received on the title, so it may not appear in 2010, although it is highly likely.

I doubt its anything new. I'd probably say its Resistance 3, which they will probably pass onto the other team or just continue themselves next year.

I doubt they'd give R3 to a 'pretty small group' XD

Which is why I think its just preliminary work. Though considering it some more I guess its something else, the team like you said is probably too small to finish R3 all by itself, and swtiching over would be just too much bother.

No I doubt it's an IP they've already worked on and made games for in the past. When Insomniac first started with the other team, they were asked about that and they hinted that they didn't really want them to be working on the same thing the others were working on. They wanted them to be kinda independent in making their own games . . . to see how that would end up.
