According to Zeno Colaco from Sony Europe, Sony may give out PSP development kits for free in order to increase support for the new PSP Minis. Sony has already cut the price of the PSP dev kit by 80% and there are expected to be 15 PSP Minis games to launch with the program. However, there are some developers that would prefer for the dev kits to not be free. If there are less developers for PSP Minis, then that means their games will be more visible, and there will be a better chance of consumers buying their game.

What do you think? should the dev kits be free so everyone can make a game, or should they have to be bought to cut down on the number of "junk" games?

Well the other dev's shouldn't be afraid if there game is good and stands above the rest. Things like that get's noticed, with proper advertisement of course.

Though I don't think alot of shovelware minis will be released.
