Square Enix recently revealed a bunch of 'fun facts' in their book "Final Fantasy XIII Scenario Ultimania", including the reason why there are essentially no towns in the game...
The game’s linearity was just because depicting towns and so on like we did before was impossible to do on an “HD” console – it was too much work.
Nomura had hardly anything to do with it; he just did character design and commercials, not even the intro or movies.
The game was designed with DLC in mind but we don’t actually have any planned.
It was easy to port to the Xbox. Porting to the PS3 is harder. The PS3 has more processing power but you have to do it properly.
Jumping was manual at first and you could jump onto the titans.
You used to be able to avoid enemy attacks in the field using the analogue stick, but due to difficulty considerations it was canned.
The battle team came up with the transforming summons. The art team was dead against them.

I can understand Square Enix not including them if they truly weren't important to the plot, but it certainly doesn't speak well of the developers or the game whichever way you take it.
Doesn't speak ill either, unless you're being dense.
Five long bloody years it took. That means there is five long bloody years of work put into the game. So, should they make useless additions and extend the time to fit the audience's ridiculous *bleep*ing standards or should they leave it as the flowing game it is without having to run around cities and town speaking to everyone and their mother in order to move on when most of what is said is plain old bullshit.

Besides, it was mostly pricks around here who are begging for something different. A JRPG without towns to aimlessly potter around in. There you go.
But too much work? So then porting the game isn't work? Unnecessary is one thing, but too much work just shows lack of dedication.
Saying "it was too much work" gives off the impression that they had towns planned for a reason, but simply couldn't be bothered adding them.
Even if they were planned originally everything else took FIVE YEARS. Do you know how long five years is in terms of game development? So, why after all of that work should they spend another few months adding in unnecessary things? I'm pretty sure if you worked for them it would be too much work for you. Hell, most devs won't even strain to the five year mark, just rashly finishing it up and packing it out half-assed after three. But is any of this acknowledged? Noooooooooo.
If towns were necessary, they would have done the extra work. They weren't (as Shuyu pointed out, they would just be a detriment), so they were too much work to bother with.
No wonder Squenix has been *bleep*ing up so bad lately; the fans are ridiculous.
Porting the game to 360 gets them more sales, a bigger fanbase and everything else.
Making towns for it will push the date back and force the team to work extra for something unnecessary and that would be a detriment to the game.
If someone says it's too much work to paint fire on the side of a bike they built, you'd think it's fair enough, because there's no great plus-side to it, it just looks a little cooler (arguably). Making an already brilliant game that they've poured so much work into look a little cooler for however long it would take to make towns is too much work.
If you don't think that's fair enough your expectations are too high.
Oh wait, it doesn't.
