Yes, it isn't a mistake. Halo Reach is now live as an Xbox Live Market Place download. It costs 99,999 Microsoft Points and is around 7 GBs.

Even though it costs this much the download does not state that it will be a public download once it is released on September 14th.

Microsoft even confirms it's not a mistake and was posted "on purpose and is displayed correctly". But don't get too excited, rich kids. We know a few of you would fork out that hefty sum to get your Halo fix before the rest of the world in a heartbeat, but even if you do have the money, you still can't buy the game.

No he won't, Game Rewiewers are able to receive the game if they have the 99,999 MS point promotional code. I font see the point of buying it early it's not like it is a few months early just a month early. Not worth the money for a months enjoyment.

It's not meant for us, like dreamcrafter said I'm pretty sure it's only for reviewers who got the promotional code.

This isn't the first time Microsoft has done this, it's just to ensure the public won't be able to download it.
