In an interview with Strategy Informer, Ken Rolston revealed that he believes the first game in any franchise is always the best one, because developers always go overboard with features.
"The first rule of game design is "Don't do too much", but then the first time you always do too much. And you're taking a chance of killing everyone in the company, taking a chance of killing your budget, it's terribly risky... but it's what you have to do."
"You have to set a bar for yourself for the future... and I think we've set ourselves a very challenging bar."

Metal Gear Solid 3 is often referred to as the high mark of the series as it took the established gameplay of the franchise and completly switched the locale and the time period. Of course several longtime fans were just happy Kojima toned down on the insanity level of the plot but theirs no denying Snake Eaterv put players in a whole nother ball game.
Hitman 2 also took the Hitman series from a cool idea to an incredible game allowing players to finally step into the shoes of one of the worlds deadlist assassins and I'm fairly certain a mediocre little known game called Street Fighter ended up spawning a world beating sequel.
