Capcom admits on their blog they messed up while trying to protect Street Fighter IV's content-limiting offline use. Well now they're fixing their mistake, and giving offline user full access to their content.

When Street Fighter IV: Arcade Edition PC was announced to have a restricted offline mode, fans went mad. The offline mode restricted players to the use of just 15 of 39 playable characters, due to the fact most have to be purchased as DLC. This was originally an attempt to protect the game from piracy; however the community was outraged. They complained about not being up to use content they paid for when traveling or not having immediate access to an internet connection.
