Unfortunately what we don't have for the information is the actual scan of the article in question (apart from the front scan of the magazine that is). But here's a quick rundown of the summary that is mentioned in the GamePro article (as can be found at the source):
- Billboards in the game are for things such as "Shark Credit Cards", "Pirate Music" and "The Whiz" which is the phone used by Nico
- There IS a minimap, a Low-Key cash counter but don't worry even with the slightly minimalist view, the game is still just as immersive.
- No Ammunation this time round :(
- Since you can travel places via a Cab this time round, a real time fare meter will also be appearing whenever you sit in the cab (I wonder how many people are going to kill the drivers rather than pay the fare... or kill them and take their fare back)
- If you've seen predestrian crossings, you've seen the green man that tells you when to walk... well that green man will be appearing in the game
- Every location in GTA has an address
- Bikes will make a return, and this will include both the Sanchez and the PCJ (among few others... I hope)
- The cover system borrows many elements from Gears of War and Rainbow Six: Las Vegas (if anyone can tell me what the cover system was like in these games, that would be great)
As well as these there has been some "speculations" as to what has happened:
1. PS3 Problems: Developing for the PS3 was harder then thought.
2. Online Tuning: R* wants to get this just right. It is their first time.
3. The Halo 3 effect: It could be more effective to launch a game early next year.
4. ESRB Crackdown: R* needs time to make sure that the content is not too much.
5. It Simply Wasn't Ready: They just weren't ready to release the game.

Cover system in Gears is: You press A (equivalent to X for Sixaxis) when near a wall or object to get into cover, moving the left stick will bring up a certain symbol on screen depending on which way you point it; you can go forward from cover, swat-turn to another area of cover or just come away from it all together. You can aim and blindfire weapons/grenades from behind cover too.
In Vegas it is more simple, you just hold L2/LT near a wall/object to get behind cover and if you let go you come away from the wall. You can crouch obviously and aim and blind fire weapons from behind cover.
Anyway. Nice stuff. I'm glad more things on the HUD will be absent this time.
They are really making this game a success, there new features are all great.
