Sony won't be offering the PSP UMD - PS Vita backwards compatibility to North America. In Japan, game owners can download games for free off of the Playstation Store if they can present a UMD of the game to prove that they bought it.

Having announced a PSP UMD import program in Japan, Sony has reportedly confirmed for Kotaku that North American gamers will not be able to transfer their physical media to the PS Vita.

There's some wrong info here, the program doesn't make the games free at all. It gives you a discount decided on by the game's publisher, in most cases the final price of the download is a bit higher than buying the game used. In the more ridiculous cases, its $2 or $5 off the full retail price.

and another thing, the title is completely misleading. The US version of the Vita will still play download versions of PSP games.
