Games We Love but Wish We Could Love Playing

If you're a publisher not fully convinced concerning the retail chances of an upcoming game, what can you do to ensure solid interest. Expensive marketing... limited editions... price reductions... or how about shutting off in-game elements unless the game is pre-ordered?
Australian game site GamePlayer is reporting that if expectant consumers do not pre-order Lost Odyssey prior to release, they will not actually receive the game in its entirety.
Pre-ordered copies of the game will come complete with a special redemption card enabling the user to download two pieces of in-game content that will not be available to regular buyers.

You don't get the full game?
What ... ?
That just ... It doesn't make sense to me.
Everyone who pays for the full game should get the full game. There should be no "denial of content" - Every game should be the same. Fans should all be playing the same game!
Seriously ... that just makes no sense to me. Do publishers want people to think they're jackasses?
