One can only wonder if this really is what was going through George Lucas' mind when posed with this question.

He has made this decision in the past too.

Dev: Sir - do you want to include the Jar-Jar Binks character we discussed?
Lucas: Do the fans like him?
Dev: No.
Lucas: Do it.
