Less than a day ago, a post on Bizzare Creations Forums sparked a rumour that sparked curiosity and anger, and even gloating. Being reported over the internet on numerous sites, Bizzare Creations have done just as they should, and squashed the rumour.
Speaking via a press release, Bizzare Creations today said that the DVD size has NEVER been an issue with the creation of PGR4, and that they have managed to do all that which they hoped to with the game, and that too on the DVD9.
Stating that they never have (and never will) remove any content from the game due to the file size limitations, Bizzare Creation left us this screenshot of the game, showing the dynamic environments that are in the game.
Rather than having two "fixed" times of day, this time around we decided to use our time to create a dynamic weather system, which effectively creates a much more dramatic palette from which to work with. To show you where we're coming from, have a look at this screenshot crop sheet. This is something we use internally to compare our environments, lighting, and weather effects... but it's certainly useful for demonstrating the breadth of the game here!

Here's the original article that caused all the fuss...
"You won't see different times of day per city because this involves recreating all the textures again (one for day and one for night). Whilst this wasn't a problem for our dev team, it was a problem fitting all this data onto a single DVD. So we've worked around the problem by providing different lighting models per city. For example, Macau is always in the daytime, but if you play it during a storm everything looks darker and more foreboding. If you play during a blizzard then things are slightly tinged blue and everything seems more frozen. Of course, playing this track in sunshine will make everything appear bright and yellowy."
And here's what Bizarres official statement says...

Nothing has changed, in fact they repeated themselves. The song remains the same. DVD9 is still limiting them in actual having physical time of day differences. Instead, they're using weather effects to fake the time of day effects. If it still looks great it doesn't matter in the end. But the point remains, DVD9 is inhibiting what Developers are able to do, I'm sure they'd like to create two different versions if they'd want to or else they wouldn't have even brought it up.
