The new badge system will be very similar to that in Wrath of the Lich King, but with only two types of PvE badges. Points will automatically convert down on a new tier release. Oh, and PvE and PvP points will be convertible.

New details have been released from Blizzard, explaining the revised badge/emblem and PvP/Arena Points changes coming to World of Warcraft with its upcoming expansion, Cataclysm.
