Let's face it, not every game villain can be as awesome or badass as Resident Evil's Wesker or Metal Gear Solid's Psycho Mantis. Some are just... outrageously camp...
There's nothing like a steamingly camp villain to really set off a game plot with a bang (and a mince and a girly titter). There's just something about a preening effeminate bad guy that instantly undermines a hero, no matter what abilities and attributes said doer of good might have. He's threatening to destroy the world? Pah. He's threatening to destroy the world in lip liner!? Christ, he must be confident.
And that's to say nothing of the countless enemies who are hilariously camp purely through their sheer ludicrous nature. Yes, these guys are more intriguing, entertaining and enjoyable to face off against than a million Grufty McBig-Guns, so here we give you our run-down of the best seven around (and the ones who are almost as good, but not quite).

i'm not sure how they're using it tho.
Have you seen an episode of Family Guy with Brian's gay cousin? He's camp. Jack from Will 'n' Grace? Camp.
Camp describes the effeminate type of male who at first glance you'd think is gay (although, it can be used to describe both gay and non-gay men, it doesn't always mean the person is in the closet if they aren't an outed gay.)
As Jimmy Carr once said (paraphrased) "I've been described as camp, or as I call it 'socially gay'. This means I'll notice when a female friend changes hairstyle or gets new shoes but I won't accept your c**k up my arse."
In FFVI he's a maniac, but I'm not sure I'd say he was camp...
I'm surprised Kuja isn't up there too, based solely on his looks too.
When I played FF9, I seriously thought Kuja was a woman, and I think Square did that on purpose. Why else create such a drawn-out pan-up sequence in the cinematic JUST to show him off? Bot his behavior, mannerisms, and appearance should've won him first place on that list.
Though it can be good for a giggle or two XD
Well, I prefer campy over completely serious though >_>
