Check out GameZone's Top 5 Villains That Need to Appear in Batman: Arkham City. David Sanchez names five villains in the Batman universe that would add even more to the dark experience. Check out the editorial at GameZone.com for the full list.

Gotham City is a place full of deranged lunatics who wish nothing better than to bring suffering and despair upon the general public. Last year, Batman: Arkham Asylum showcased some of the most popular villains in the franchise. The Joker led a rebellion against the Dark Knight, and characters such as The Riddler, Killer Croc, and Poison Ivy were portrayed in an excellent manner that made gamers want to take them down with a little brutal punishment. And although Batman needs to show restraint, clobbering The Joker’s goons and dealing pain to the maniacs of Arkham Asylum was truly satisfying.

Penguin and possibly Clayface yes, but not the rest. I'd much rather like to see Black Mask make an appearance than the others.

The Penguin has got to be in Arkham City! Also Mad Hatter might be a nice twist. Same w/ The Ventriloquist plus Scarface made a little appearance in Asylum.

Clayface could rock since there could be a boss level where you have to stealthily move through a room of hostages and enemies, and take out Clayface (otherwise... bombs and shit go off, he has the trigger). So, with your game-breaking detective mode thing not working for some arbitrary reason, you need to deduce who is Clayface by the enemy movements and how the captives act and stuff, all whilst stealthing it through the level to avoid the bombs (apparently Clayface is a jihadist now )

There's nothing Firefly can offer that Mr. Freeze can't, aside from annoying, pointless flying, and Mr. Freeze is a much more interesting character to boot.

Penguin's an obvious shoe-in but the Hatter and Ventriloquist would suck in a game, especially the latter; their main point is the psychological side to their insanity which isn't best explored in a game.

MR Freeze/Clayface/Penguin are a must for me.
